Human Resources Director Position Purpose:

At Jefferson Hills, the Human Resources Director is responsible for developing, maintaining, and administering personnel programs, policies and procedures encompassing all areas of the Human Resources Department under the direction and supervision of the Chief Financial Officer. Responsibilities include bur are not limited to:

  • Develops and organizes personnel policies and procedures, including compensation, incentive compensation, benefits and the individual orientation process.

  • Provides broad range of human resources services and functions to executive, managerial and line staff, including consultation, counseling, and coaching regarding all facets of employment and HR issues.

  • Exercises solid conflict resolution abilities in dealing with demanding situations (i.e. harassment cases, wrongful discharge, mediation, disciplinary actions, etc.), by acting as a liaison between employees, attorneys, and executive management.

  • Administers new hire and regular employee salary policies and structures. Assures that compensation program is competitive and equitable in the marketplace by reviewing salary data on an annual basis.

  • Participates in/leads a variety of committees including the employee wellness program, focus groups, and staff appreciation committees as needed and or/requested.

  • Leads recruiting and onboarding process, ensuring a continuous pool of qualified candidates to fill open and anticipated positions.

  • Creates, prepares and delivers presentations to various groups, committees, conferences, etc., as requested.

  • Exercises general supervision over all organization benefit and related services.

  • Represents the Human Resources Department and its capabilities at various meetings, as well as promotes communication between departments within the agency via attendance of Jefferson Hills team meetings.

  • Ensures timely and customer-friendly services to Jefferson Hills employees, as well as outside business contacts.

  • Handles a variety of management/staff requests, inquiries, etc., which often require research and troubleshooting.

  • Supervises Human Resources staff


  • Bachelor’s Degree in Human Resources or a related business degree, plus ten years of experience as a Human Resources Manager or Generalist with supervisory experience, PHR certification preferred.

  • Master’s Degree may be substituted for two years of experience.

  • Professional appearance & demeanor

  • Self-motivated, organized, dependable, discrete

  • Excellent verbal and written communication skills

  • Interviewing, hiring, employee intervention & management assistance experience and skills

  • MS Excel, Word or comparable software intermediate skills; general computer knowledge & skills

  • Automated human resources database software application processing experience and knowledge

  • Employment law and benefits administration experience and knowledge
